Anthropic Releases Claude Code v2.1.316 with Shared Gateway Budgets and Subagent Controls
What changed
Anthropic released Claude Code v2.1.316, introducing granular subagent configuration options, shared budget controls for LLM gateways, and a formal sunset schedule for fast mode on older Opus models.
Key changes in this release include:
- Subagent effort configuration: A new
CLAUDE_CODE_SUBAGENT_EFFORTenvironment variable lets developers set a default effort level for unassigned subagents, preventing subagents from automatically inheriting the host session’s effort setting. - Pooled gateway budgets: The Claude apps gateway spend limits admin API now supports
pooled_budget, allowing organization administrators to set a shared monthly budget cap across group members on top of individual limits. - Layered gateway policies: Administrators can set
managed.policy_mode: layeredon the Claude apps gateway. In this mode, every matching developer policy is merged sequentially over lower-priority policies rather than stopping at the first match. - Bedrock guardrail input tagging: Bedrock upstreams on the Claude apps gateway now support
guardrail.input_tagging, which automatically wraps prompts in input tags required by Amazon Bedrock prompt attack filters. Setting this toall_messages_and_systemapplies tags to system prompts as well. - New runtime environment variables: Developers can set
CLAUDE_CODE_DISABLE_ULTRATHINKto disable theultrathinkkeyword, orCLAUDE_CODE_DISABLE_LOOPED_CROSS_CERT_DROPto retain self-looping system cross-certificates required by certain private certificate authorities. - Opus 4.8 fast mode deprecation: Fast mode for Opus 4.8 was deprecated as of October 30, 2026, and will be removed on November 30, 2026. Following removal, fast mode requests to Opus 4.8 will fail with an error rather than falling back to standard Opus 4.8. Anthropic recommends migrating to Opus 5.5 to maintain fast-mode speedups.
This release builds on previous administration and tooling updates seen in Claude Code v2.1.311 and Claude Code v2.1.295.
Several core bug fixes are also included:
- Process cleanup: Solved an issue where background shell processes remained running on macOS and Linux after Claude Code exited automatically, such as during credential rejections or cloud session archiving.
- Shell script execution: Fixed garbled multiline Bash aliases, dashed function names, and Bash scripts terminating after their first command when
SHELLOPTSwas exported. - PowerShell hooks: Fixed PowerShell hook scripts failing to block exit code 2 when starting with type casts,
param, using, or attributes. - Model fallback logic: Sessions using
sonnet, opus, orhaikuon Vertex AI and Amazon Bedrock now fall back to earlier model versions when the newest release is unavailable in a region or account, rather than throwing mid-session errors. - Gateway request validation: The Claude apps gateway now validates every model named in a request against
availableModels, deniedModels, andmodels, returning an HTTP 400 error identifying the failing field if a blocked model is requested.
Why it matters
For enterprise teams managing agent workloads across multi-user environments, v2.1.316 resolves persistent resource consumption and security configuration challenges.
Direct control over subagent effort via CLAUDE_CODE_SUBAGENT_EFFORT prevents child agents from unintentionally running high-cost reasoning cycles just because the parent session requested high effort. Similarly, layered gateway policies and pooled group budgets make it easier to enforce shared corporate spend limits without locking developers out of personal limits or writing repetitive policy rules.
For developers executing local automation scripts or cloud tasks, process cleanup fixes ensure background commands stop cleanly when authentication fails, preventing runaway CPU usage on host machines.
What to do next
- Set subagent effort defaults: Configure
CLAUDE_CODE_SUBAGENT_EFFORTin environment profiles where subagents should run at lower or specific effort levels relative to main sessions. - Update gateway configurations: Enable
managed.policy_mode: layeredon the Claude apps gateway if your architecture relies on stacked developer access policies, and configurepooled_budgeton group spend targets. - Prepare for Opus 4.8 fast mode sunset: Transition fast-mode API workflows from Opus 4.8 to Opus 5.5 ahead of the November 30, 2026 removal date.
- Upgrade the CLI: Update local installations to eliminate lingering shell background processes on macOS and Linux.
Limitations and caveats
Once Opus 4.8 fast mode is removed on November 30, 2026, applications calling fast mode on Opus 4.8 will return explicit errors without automatic fallback to standard speed. Administrators enabling managed.policy_mode: layered should audit policy ordering to ensure underlying restrict rules are not unexpectedly overwritten by merged developer policies.
